Where’s My CPI Update for Rent Increases Under State Law’s A.B. 1482?
Assembly Bill 1482 (A.B. 1482)
For rental property owners subject to statewide rent control under Assembly Bill 1482 (A.B. 1482), also known as the Tenant Protection Act of 2019, housing providers are entitled to new rent increase limits effective as of August 1st of every year.
Under A.B. 1482, housing providers may increase rent by the lesser of 5% plus the CPI or 10%. The CPI is measured as of April of each year by the U.S. Department of Labor’s Bureau of Labor Statistics – it usually takes about a month or a month and a half, or by the end of May or the middle of June, prior to the August 1st effective date, before the CPI is published.
How the Rent Cap Works Under AB 1482
Accordingly, for the new rent increase limits under A.B. 1482 that will go into effect on August 1, 2026, housing providers will need to wait until approximately the end of May or the middle of June before the April CPI numbers are published by the government, before they know how much rent increases can be.
Until the new April 2026 CPI numbers are determined by the government and published, property owners should use the current CPI numbers and allowable rent increase limits in the chart below. If, for some reason, the measurement of the CPI is delayed, such as in the case of a government shutdown, then property owners should continue to use the CPI measurement from the previous April (in this case, April 2025).
