Senate Bill 50 Dead!

Senator Scott Wiener’s highly contentious Senate Bill 50, which was heard on the California Senate floor yesterday and today has failed to pass garnering only 18 out of the 21 “aye” votes needed for passage and continuation onto the State Assembly. This was the third try for Senator Weiner, who is a Democrat from the San Francisco area.  Apartment Association of Greater Los Angeles Executive Director, Dan Yukelson, stated, “It’s three strikes and you’re out for Weiner’s highly debated bill.  He’s pushed the concept for three years in a row without success.”

The Apartment Association of Greater Los Angeles had previously advised that increasing density, particularly around transit areas, can be one of many effective tools to help with the State’s worsening housing shortages rather than impose strict regulations such as rent control and tenant protections that have the exact opposite effect of reducing available housing.  Increased density coupled with voucher programs, permit streamlining, accessory dwelling units, developer tax incentives and other solutions, are far more effective than punishing regulations imposed by the State and local jurisdictions.

It is likely that a new “housing supply” bill will be proposed this legislative session either in the Assembly or the Senate.  We will continue to keep you apprised as this important piece of legislation continues moving forward.
