Refund Claim Form for Measure ULA Transfer Tax Available

While the Apartment Association of Greater Los Angeles and the Howard Jarvis Taxpayers Association have filed a joint lawsuit to overturn the City of Los Angeles’ new transfer tax, Measure ULA, any sellers, or transferors of real property within the City of Los Angeles on or after the April 1, 2023, effective date of Measure ULA may initially have to pay the new transfer tax while the litigation is pending. Accordingly, the Howard Jarvis Taxpayers Association has designed the form below for Measure ULA payors that explains how taxpayers can claim a refund for the Measure ULA tax .  A claim for a refund must be filed within 12-months of paying the new Measure ULA tax, and a claim form can be found on the City of Los Angeles website at https://clerk.lacity.gov/clerk-services/cps/file-claim

The document below explains how to file a claim for a refund if the Measure ULA tax is paid at the close of escrow starting April 1st or thereafter. Again, the actual claim form is online on the city's website, but this document form explains how respond to various questions on the City’s form.
