Accessory Dwelling Units (ADUs) have been a relatively new and an important source of affordable housing throughout California. Not only do ADUs help to reduce California’s housing shortage by adding housing within existing residential communities, ADUs also provides property owners with opportunities to increase income.
However, high development costs continue to be a major barrier to ADU construction statewide – Senate Bill 1117 helps to alleviate that financial strain. Under current state law, impact fees cannot be charged on ADU’s that have 750 square feet or less livable space. For ADUs larger than 750 square feet, fees must be proportional to the main dwelling's size. But, Senate Bill 1117 would assess impact fees on the portion of the ADU constructed more than 750 square feet of living space and completely change how local agencies calculate these fees. Senate Bill 1117, in other words, reduces the costs of construction.

S.B. 1117 creates a state-mandated local program and supports a statewide initiative of creating more housing through the construction of ADUs.
- Reducing regulatory and financial barriers to housing production is critical to addressing California’s housing shortage. By lowering unnecessary development costs, S.B. 1117 will help encourage construction of additional housing units across the state while supporting property owners seeking to expand housing opportunities on existing residential properties.
