Lobbying Teams Head to the State Capitol
On March 11-12, dozens of rental housing providers from across the state visited Sacramento for briefings on pending regulations, the state’s insurance crisis, and for dozens of meetings with elected officials and staff serving our state’s Legislature. Despite reductions imposed for this year that limits bill proposals to 35 per legislator, thousands of new state bills have been proposed, and dozens impact housing, including rental housing regulations.
Some of the “key” proposed bills discussed by attendees included:
- A.B. 246’s proposed rent freeze (or if amended, reduced rent “cap”) and roll-back of rents to January 7th.
- A.B. 628 which proposes to require that certain appliances be replaced at least every 10 years.
- S.B. 52 which proposes to restrict the use of algorithmic devices in rental pricing.
- S.B. 381 proposes to limit late fees to just 2% of rent and prohibits charging a late fee unless the rent is 7 days or more past due.
- S.B. 436 proposes to allow courts to restore tenancy of any renter involved in an unlawful detainer if: (i) tenant pays past due rent, or (ii) tenant submits evidence they have applied for rental assistance.
- S.B. 448, which is an Apartment Association of Greater Los Angeles, initiated bill to provide prompt remedies to property owners to remove squatters.
