Culver City Council Approves Creation of Ad Hoc Affordable and Workplace Housing Ballot Measure Subc
On Monday, January 10th, the Culver City Council discussed a potential ballot measure to establish a funding stream for Affordable and Workplace Housing. The City Manager presented three options to generate needed funding, a General Obligation Bond, Parcel Tax or a Business License Tax. The Council were not able to reach consensus as to which, if any, of the three options to advance. Following public comment and Council discussion, the Council approved a motion for the establishment of an Ad Hoc Subcommittee, with Council Member Eriksson voting in opposition. During the Council deliberations, Council Member Eriksson expressed his opposition to any ballot measure taxing businesses and residents but encouraged the Council to explore partnerships with the Culver City Unified School District and for the City to coordinate with other local jurisdictions in seeking financial support from the State and Federal government.
Council Members Fisch and McMorrin were appointed to the Ad Hoc Subcommittee and directed to consult with the City Manager, Finance Advisory Committee and Advisory Committee on Homelessness on the ballot measure options. As part of the Ad Hoc Subcommittee’s responsibilities, they were also asked to conduct a survey to obtain data on community concerns and complete polling to determine which options, if any, voters would support. It is important to note, that two-thirds voter approval would be required for a general obligation bond or parcel tax ballot measure to pass.
The Association believes that the production of affordable and workforce housing is an important objective and one that should be funded by the community as a whole and not placed solely upon the City’s property owners. We will continue to monitor this issue, advocate for our members interests and provide updates.
