Cudahy Extends Rent Increase Ban to April 17, 2023

90-Day Extension of Existing Temporary Rent Increase Freeze Takes Effect Immediately

On January 17th, the Cudahy City Council adopted, unanimously, an urgency ordinance extending the existing temporary ban on rent increases until April 17, 2023. The urgency ordinance is effective immediately. As the ordinance under consideration was an urgency ordinance, it required a supermajority vote for passage, which is a four-fifths vote.

The new ordinance prohibiting rent increases, applies to existing residential renters whose tenancy started before or on January 17, 2023.

URGENCY ORDINANCE

The City Council adopted the extension in order to give the Ad Hoc Rent Control City Council subcommittee, created at the time that the original temporary rent freeze was adopted on September 20, 2022, additional time to formulate permanent housing policy including potential local rent control recommendations for consideration by the Council.

The Association had submitted a letter prior to the meeting expressing our opposition and deep concerns that after nearly three years of challenging rent collections, the current rent increase freeze that has already been in effect for the last 90 days was now being considered for extension. We emphasized that continuation of the rent increase freeze will only force more property owners to sell their properties due to rising operating costs and cause further loss of the City’s already scarce affordable housing. 

The Association will continue to monitor this issue, advocate for our members interests, and provide updates as the Ad Hoc Rent Control subcommittee provide progress reports and once they present their recommendations to the City Council.

*Please also note in the Urgency Ordinance that the “Base Rent” is defined with an effective date of January 17, 2022. The Association has spoken with the Cudahy City Clerk informing them that this was likely an error as it should state “January 17, 2023” in line with the effective date of the Urgency Ordinance. The City Clerk confirmed “January 17, 2022” was listed in error and will be corrected to “January 17, 2023”.
