City of Los Angeles Emergency Renters Assistance Program: READ THE FINE PRINT

The City of Los Angeles has established an Emergency Rental Assistance Program to provide temporary rent subsidies for eligible residential renters who are unable to pay rent due to circumstances related to the COVID-19 pandemic. The program can provide up to a maximum of $1,000 per month for a maximum of $2,000 in total rental assistance. For renters that qualify for the program, the rental subsidy will be paid directly to the housing provider on the renter’s behalf. The program is voluntary.

Email notifications are now being sent to housing providers who have renters that have qualified for the program. If you receive an email notification that one of your renter’s qualified for the program, we encourage you to carefully review the program participation landlord agreement and the terms of the agreement. The agreement terms you must sign include prohibitions on evictions and rent increases as well as require you to allow the Housing Rights Center to make direct deposits into your bank account. While the conditions are in line with the City’s Temporary Eviction Moratorium provisions, this would make the prohibitions on evictions and rent increases a contractual obligation.

The email notification provides information and a username and password to log into the application. Once logged in, you will be asked to upload a copy of Identification, W-9 form, and the Landlord Agreement.

If you receive an email notification and have any questions, you can contact the HCID+LA program staff at hcidla.eras@lacity.org If you are unable to complete the application online, you can make an appointment to bring the documents in person to one of 16 Family Source Centers located throughout the City. An appointment must be made in advance by calling: (844) 944-868. Wait times are long, HCID+LA strongly encourages housing providers to upload their documents and acceptance online verses an in-person appointment. Beginning on Monday, August 31st, there will be an alternate number to call for an appointment on the HCID Hotline at (866) 557-7368.
