Azusa City Council Approves Trash Collection and Recycling Fee Increases – Increases Go Into Effect
In December, the Azusa City Council adopted trash collection and recycling rate increases that will go into effect on January 1, 2022. Generally, Single-Family and Multifamily customers with four or fewer units, monthly trash collection (cart service) rates will increase by 9.1%. Commercial and Multifamily customers with five or more units’ monthly rates for trash collection (bin service) will increase by 26.7% which reflects an increase of approximately $36.15 per month. The rate increases are attributable to implementation of new requirements under State Law Senate Bill 1383 and related significant changes to the City’s trash collection and recycling services.
To offset some of the impact of the trash collection rate increase, from January 1, 2022 to June 30, 2022, Commercial and Multifamily (five or more units) customers whose organics waste does not exceed 20% of regularly collected solid waste volume or collection levels will receive the default organics service at no cost. Starting July 1, 2022, the City will be phasing in the monthly organics rates by providing a declining credit over a three-year period.
The rate increases also provide for annual rate adjustments through July 1, 2026. Starting on July 1, 2022 and every July 1st thereafter for a five-year period, trash rates may be adjusted automatically, based on CPI plus one percent capital replacement charge (CPI+1), with a minimum of 3% and a monthly increase cap of 10% in any fiscal year.
