Are Squatters a Problem? Help Us Get the Facts by Completing this Survey

Squatters are a major problem in California. Squatters are unauthorized individuals who occupy a property without the permission of the property’s owner. Squatters cause property damage, including graffiti, theft, and destruction of building materials, and they can physically hurt a property owner.

  • Recently, states like New York, Florida, Alabama, Texas, and Georgia have either passed anti-squatter legislation or have bills that are pending. These bills help to protect the rights of property owners by requiring local law enforcement to immediately remove unauthorized occupants from a property.
  • Our Association, along with our affiliated apartment associations throughout California, is initiating legislation that would protect the rights of property owners who are faced with a squatter situation and provide property owners with swift action from local law enforcement to remove squatters.

We hope to seek passage of our proposed legislation during the upcoming 2026 legislative session or during 2027’s. But we need your input and help by taking this short survey.

Definition of a “Squatter” - A “squatter” is a person who settles in or occupies a piece of property with no legal claim to the property. A squatter lives on a property to which they have no title, right, or lease. A squatter may gain adverse possession of the property through involuntary transfer.
