Carson Rejects Rent Control and Other Restrictions

 On Tuesday, October 6th, Carson City Council rejected the City Manager’s report and recommendations to draft ordinances for rent control/rent stabilization (a/k/a, rent increase limits), substantial remodels (a/k/a, repairs), anti-harassment, anti-retaliation, anti-discrimination, security deposits, property owner entry, eviction (a/k/a, Just Cause and/or economic eviction threshold), relocation fees (a/k/a, seniors, disabled, and “vulnerable” tenant protections), health and safety inspections and violations (Agenda Item 33). 

 Mayor Lula Davis-Holmes removed the item entirely from the agenda at the start of the meeting stating that the item would never be heard under her administration (note: Carson has no term limits for Mayor). She stated that it was a mistake and, “Anyone who is listening, we are not interested in rent stabilization in the city of Carson.”

 AAGLA provided detailed written comments opposing the litany of restrictions recommended by the City Manager (see attached AAGLA Letter) in advance of the city council meeting. In addition, AAGLA appeared in person at the city council meeting and had signed up to speak before the item was removed from the agenda.  AAGLA was the only rental housing organization to attend the meeting. In addition, AAGLA sent a Red Alert to members urging them to send emails opposing the item and to attend the city council meeting in-person, via Zoom or by telephone.

 We are greatly heartened that Mayor Davis-Holmes and the Carson City Council took AAGLA’s objections to heart and decided not to move forward with any of the items in the City Manager’s report. AAGLA will keep an eye out in case any other “misunderstandings” appear on future Carson agendas and notify our members accordingly.
