Pasadena Updates: Rental Registration Deadline October 31st and New Rent Caps

The City of Pasadena’s annual Rental Registry is officially open, and rental housing providers have until Friday, October 31, 2025 (grace period until November 7, 2025, without penalty), to complete the registration process. This is the second annual cycle for Pasadena’s Rental Registry program, which requires all residential rental properties to be registered. Housing providers must complete their registration, including payment of annual rent stabilization fees, within the registration window to avoid penalties. This year’s registration fee is $238.00 per unit.

The Rental Registry and the recently launched online portal were created to collect required information from the city’s housing providers and to share rental housing data with the public. With the new online portal feature, individuals can access the information for all rent stabilized units in Pasadena, including: (i) maximum lawful rent for each rental unit, (ii) actual rent charged each month a unit was occupied, (iii) beginning and end dates of tenancies initiated or terminated within the past year, and (iv) number of bedrooms and approximate square footage of each rental unit.


Annual General Adjustment (AGA)

In addition, the Pasadena Rental Housing Board (PRHB) has approved the Annual General Adjustment (AGA) for the next rent increase cycle by setting the maximum allowable increase at 2.25%. The AGA applies to rent stabilized units under Pasadena’s rent stabilization ordinance charter amendment for the period October 1, 2025, to September 30, 2026. The AGA is set at 75% of the annual Consumer Price Index (CPI) for the Los Angeles–Riverside–Anaheim region, measured over the 12 months ending in March of the current year. The CPI for that period was 3.0%, and 75% of CPI is equal to 2.25%.
