Multifamily Properties with 5 or More Units Subject to the New Exclusive System

This Fall, starting as soon as October 1, 2022, Los Angeles County will establish an Exclusive Commercial Franchise (ECF) System awarding eight exclusive commercial franchise contracts for the provision of solid waste collection services for certain unincorporated areas within the County. The new exclusive franchise system applies to the County’s unincorporated areas with the exception of the North County (Acton, Antelope Valley, and Agua Dulce) and the Garbage Disposal Districts and would establish eight service areas with one designated exclusive waste hauler per area.

Once implemented, ECF customers will be assigned to one of eight Exclusive Commercial Franchise Service Areas, with an exclusive waste hauler providing trash, recyclables, and organic waste collection services.
