End of 18 States of Emergency: Impact on Price Gouging and Related Laws
Emergency Declarations Lifted: What It Means for Your Rentals
Governor Gavin Newsom has officially lifted 18 states of emergency across California, effective March 24, 2026. These declarations, originally issued in response to wildfires, storms, drought, and other local incidents, have been terminated following consultation with local governments, signaling that active response and recovery efforts are no longer required.
What this means for you
With these emergencies lifted, the temporary consumer protections tied to them are no longer in effect. Specifically, the price-gouging restrictions under California Penal Code Section 396, which imposed heightened limits on rent increases, consumer goods pricing, and related activities, no longer apply in the affected counties.
