The Evening’s Discussion

Three Topics: (1) Understanding New Security Deposit Rules (A.B. 2801),  (2) Roof Maintenance Basics, and (3) How to Pursue Money Judgements Against Your Tenants.

  • New Laws: Understand the new requirements under Assembly Bill 2801 requiring that you take 3 sets of photographs before making deductions from your tenant’s security deposit.
  • Roof Maintenance: Avoid unnecessary hazards and costs by properly maintaining your roofing – inside tips from an expert roofing contractor.
  • Collecting Money Judgements: Learn how you can successfully collect on your money judgments against deadbeat tenants. Understand the challenges in the judgment recovery process, and how your creditors can hide their money, become hard to locate, and deploy other tactics to prevent you from collecting what is owed.
  • And, of course, much more!

 Speakers and Topics
Topic 1:

Assembly Bill 2801, authored by Assembly member Laura Friedman, specifies that any deductions made by a landlord against a tenant’s security deposit must be limited to reasonable amounts and be reasonable and necessary to restore the premises to the condition it was in before the commencement of tenancy, except for ordinary wear and tear. This new law also requires that:

  • For any tenancies beginning on or after July 1, 2025, a landlord must take photographs of the leased unit immediately before, or at the inception of a new tenancy.
  • For any tenancies beginning on or after April 1, 2025, a landlord must take photographs of the unit within a reasonable time after a tenant has moved out (e.g., after the possession of the unit is returned to the landlord), but before any repairs or cleanings for which the landlord will deduct from the security deposit are completed, and then requires that the landlord take photographs of the unit within a reasonable time after the repairs or cleanings are completed to show the necessary repairs and/or cleaning was completed.

Only if the required photographs are taken, which include three (3) sets of photographs, can a landlord make deductions from a tenant’s security deposit, or risk being challenged in a court of law.

Our guest speaker from Inspection Express provides property management software solutions that facilitate the required taking of photographs and streamlines the inspection process. Their inspection platform is designed to streamline property inspections and is used by thousands of property managers across Australia, New Zealand, and the U.S.

During this seminar, there will be a brief presentation on the capabilities of Inspection Express by Alex Karafiloff. Mr. Karafiloff currently serves as the Business Development Manager for Inspection Express, where his work has helped property management businesses cut inspection times by up to 75%, reduce vacancy periods, and improve asset protection for landlords.

Topic 2:

Roof maintenance is essential to prevent costly water damage and structural issues by addressing minor problems before they escalate, saving homeowners money in the long run. It also extends the roof's lifespan, improves your home's energy efficiency by preventing drafts, and ensures the overall safety and structural integrity of the building. Regular inspections, cleaning gutters, removing plant growth, and trimming nearby trees are key maintenance practices.

Our expert, Chance Ramey, is a third-generation roofer. He also holds degrees in Economics and Computer Science and has a background in technology as a product manager. Born and raised in El Segundo, he’s passionate about combining new-school innovation with old-school craftsmanship. His philosophy? The customer is always “King.” When he’s not working, you’ll probably find him under the hood of his ‘93 Ford F-150 or walking nine holes at Penmar Golf Course in Venice, California

Topic 3: 

Every day, landlords go to Court to evict their non-paying tenants, and those very same landlords obtain a Court money judgment against the non-paying tenants. However, there is a significant problem – more than 80% of these judgments are never paid. Why is that…you may ask? Well, there are many reasons, but the biggest reason is that landlords don't know how to go about enforcing their judgments. Many landlords have never been taught the essential steps necessary for enforcing their own money judgments. That's where The Judgements Institute can help.

He has enforced millions of dollars in judgments and has been a speaker at numerous real estate investment groups on the topic of judgment enforcement. William “Bill” Dawson has been with Sullivan Dituri since 1990 and is actively engaged in Property Management and Real Estate sales. He holds a B.S. degree in Business Administration and Real Estate Finance from California State University at Northridge. He serves the rental housing industry as a director and Past President of the Apartment Association of Greater Los Angeles, and has served as a director of the Santa Monica Chamber of Commerce. He is also a member of the Greater Los Angeles Area Association of Realtors and has been involved with several civic organizations, such as the Santa Monica Kiwanis Club, and is currently a member of the Santa Monica Rotary Club.
