Outdated insurance regulations in California have negatively impacted today's insurance market. Lengthy rate approvals and restrictions on pricing for risk have created significant challenges for many carriers. Wildfires have burned millions of acres and destroyed thousands of homes, prompting many insurers to stop offering coverage or pull out of California entirely. State Farm, among others, recently stopped accepting applications for new property and casualty insurance due to inflation, a difficult reinsurance market, and growing catastrophe exposure.

California Insurance Commissioner Ricardo Lara has announced a new "Sustainable Insurance Strategy" with catastrophe modeling regulations aimed at restoring coverage availability in wildfire-distressed areas.
