What is SCEP?
The Systematic Code Enforcement Program (SCEP) was created in 1998 to ensure that rental housing in Los Angeles is safe and habitable. LAHD inspectors inspect multi-family buildings for code violations, but they are not trained construction professionals like Building & Safety inspectors. These inspections often lead to frustration among property owners due to citations for minor cosmetic issues or misinterpreted codes.
Common SCEP Violations Include:
- Unsanitary conditions or pest infestations
- Damaged interior surfaces like walls and floors
- Broken or missing windows/screens
- Lack of quick-release mechanisms on security bars
- Improper smoke detector installation
- Insufficient light, ventilation, or ceiling height
- Exposed or unsafe electrical wiring
- Plumbing leaks or lack of hot water/heat
- Illegal units and unpermitted construction
