Nadav Zohar, Esq., a partner at renowned landlord law firm, Kimball, Tirey & St. John in Los Angeles, joins us to discuss the many of the new City of Los Angeles tenant protection ordinances and legal strategies for successfully dealing with problem, non-paying tenants.

The City of Los Angeles recently passed two tenant protection ordinances that impact all providers of residential rental housing in the city, whether subject to the City's rent stabilization ordinance or exempt from it. Los Angeles City Ordinance No. 187763 requires a financial threshold of past due rent (equal to one month's fair market rent) be met prior to initiating eviction proceedings, and the City's Ordinance No. 187764 requires rental housing providers to pay substantial penalties should a rent increase on housing legally exempt from either local or state rent stabilization rules exceed a specified percentage (for 2023, the threshold is 10%).

Nadav Zohar is a Partner and heads up the Property Ownership Group in our Los Angeles office. He handles landlord/tenant matters and unlawful detainers for residential properties. He graduated from the University of Southern California's Marshall School of Business in 2012, and from Southwestern Law School in 2016. Prior to coming to Kimball, Tirey & St. John LLP, Mr. Zohar worked as an associate for a boutique business litigation firm in West Hollywood.

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA). As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and throughout his career, he has served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies, including more recently for 15-years as Chief Financial Officer of Premiere Radio Networks, the largest U.S. radio network and now subsidiary of iHeart Media, and for nearly 4-years as Chief Financial Officer of Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved in the construction and opening of the Waldorf Astoria. He served as a planning commissioner, serving one year as Chairperson, and as a Public Works Commissioner in the City of Beverly Hills.
