LIVE, IN-PERSON: Meet the Inspector – L.A.'s Systematic Code Enforcement Program (SCEP)
The City of Los Angeles' Systematic Code Enforcement Program (SCEP), created in 1998, ensures that the rental housing stock in L.A. is safe and habitable. SCEP is essentially an anti-slumlord program. Many property owners are frustrated by SCEP because LAHD inspectors frequently issue citations for minor cosmetic issues and misquote building codes.
LAHD inspectors are not part of the Department of Building & Safety and typically do not have a construction background.

What do LAHD Inspectors check?
They ensure compliance with:
- Section 1941.1 of the California Civil Code
- The Uniform Housing Code of California
- The Los Angeles Municipal Code
SCEP has reported over 3.6 million code violations and driven more than $2.6 billion in reinvestment in L.A. housing stock.
Common SCEP violations include:
- Unmaintained or unsanitary conditions including pest infestations
- Deteriorated interior walls, ceilings, or floors
- Broken/missing windows or screens
- Lack of quick-release window bars in sleeping rooms
- Improper or missing smoke detectors
- Insufficient light, ventilation, or room dimensions
- Unsafe or exposed electrical wiring
- Leaking or missing plumbing, lack of hot water or heat
- Illegal units and unpermitted construction

Jean-Claude Olivier, Senior Housing Inspector, Los Angeles Housing Department (LAHD)
Jean-Claude Olivier began with the City of Los Angeles in 2017 and was promoted to Senior Housing Inspector in December 2022. He has worked in LAHD’s Training Section, Complaint Inspection Unit, and conducted SCEP inspections. He currently supervises the General Manager’s Hearing section and the Home-Sharing Ordinance Enforcement Unit. Jean-Claude holds a Master’s Degree in Public Administration and is ICC certified in Housing Inspection and Property Maintenance.

Daniel Yukelson is a Certified Public Accountant and currently serves as Executive Director of AAGLA. He has held senior financial positions for multiple companies including Premiere Radio Networks and Oasis West Realty.
