Proposition 33 would repeal the Costa-Hawkins Rental Housing Act, a bipartisan law passed in 1995 that allows rental housing providers to establish market rental rates following a vacancy. Despite being rejected by voters in 2018 and 2020, tenant rights group Housing Is a Human Right and the AIDS Healthcare Foundation are back with a third attempt. If passed, Proposition 33 will devastate rental property owners, especially “mom and pop” landlords, and force many out of the business. Property values will plummet, foreclosures will rise, and local jurisdictions will gain authority to impose extreme rent control laws.
Why You Must Join the Fight and Vote NO on Proposition 33:
- Eliminates key protections under Costa-Hawkins for all housing units – including new construction and single-family homes.
- Allows vacancy control – you may no longer raise rent to market level between tenants.
- Decimates property values – similar laws in New York caused immediate 30-40% drops.
- Reduces housing supply and pushes owners out of the business.
- Grants unelected bureaucrats unchecked power to impose new housing fees.
- Drains public budgets – cities must create rent control boards with YOUR tax dollars.
- All properties older than 15 years become subject to rent caps and local control – A.B. 1482 protections voided.
- Exacerbates California’s housing crisis by punishing providers instead of incentivizing housing growth.
