Outdated regulations in California’s insurance market—such as lengthy rate approvals and restrictions on pricing to risk—have made it challenging for many carriers. Wildfires have also destroyed millions of acres of forest and tens of thousands of homes across the state. As a result, many insurers have exited California’s property insurance market entirely.

Last year, two major carriers, including State Farm, stopped writing new policies in California. The reasons include wildfire risk, inflation, rising construction costs, and a challenging reinsurance environment.

California Insurance Commissioner Ricardo Lara has proposed a Sustainable Insurance Strategy, expected to take effect by the end of 2024. It promises faster rate approvals and reforms that may entice insurers to return to California's market. But change will take time.
