This past November, Ballot Measure H in the City of Pasadena passed by a majority of voters, imposing rent control and tenant protection rules on the city's rental housing providers. Under Pasadena's new rent control law, annual rent increases are limited to 75% of the annual change in the Consumer Price Index (CPI), which is announced every September 1st by the newly established Rent Control Board. Additionally, any tenant eviction now requires the property owner to provide "just cause" for initiating the eviction process.

Join us for important updates on Pasadena's new rent control ordinance and Rent Control Board. Vice Mayor Felicia Williams will join us to discuss issues of importance to Pasadena's housing providers, including crime, homelessness, housing regulations, and more. Landlords may now only raise rent once per year at a rate no more than 75% of inflation. The ordinance rolls rent back to what was in effect on May 17, 2021. For tenants who moved in before that date, increases are capped at 6%. For tenants who moved in after, allowed increases range from 0.5% to 5%, depending on the move-in month. The ordinance also includes just cause eviction protections, a Rent Control Board, and a rental registry.

Topics to Be Discussed:

  • Vice Mayor Williams' views on crime, homelessness, and housing affordability.
  • Implementation steps for Measure H and next actions for the City.
  • How the Rent Control Board was formed and how it operates.
  • Can the City revise certain provisions of Measure H?
  • Fairness of Pasadena's rent stabilization and eviction protections.
  • How rental housing providers can advocate for themselves effectively.
  • Live Q&A with Vice Mayor Williams.
