First in a Series: Join us as we take a deep dive into everything Beverly Hills and get updates on the city's Rent Stabilization Ordinance, rent increases and pass-throughs, water rates, and trash hauling rates and compliance.

If you own rental property in Beverly Hills or are considering investing there, you won't want to miss this webinar. Beverly Hills is one of dozens of California cities that now enforce rent control. The city’s Rent Stabilization Ordinance (RSO) applies to all multifamily rental properties with two or more residential units unless exempted. It limits rent increases, requires just-cause for evictions, and mandates annual registration of covered units.

Beverly Hills also provides its own water and waste services. Due to drought conditions and new state laws, both water and waste hauling costs have risen—and more increases are expected. The city has implemented conservation-focused water rate structures and programs to meet state recycling mandates, including green waste requirements, which will increase waste hauling fees.

During this webinar, we’ll get an update from Helen Morales, Director of the Rent Stabilization Division, on rent control, pass-throughs, capital improvement costs, eviction moratorium status, and seismic retrofitting. We’ll also hear from Debby Dunn, the city’s Water Conservation Administrator, and Colonel Burnley, Solid Waste Manager, on upcoming rates and laws impacting property owners.

Helen Morales has served as Director of Rent Stabilization since 2018. She previously held management roles in local government for over 14 years, including the City of Los Angeles' Housing Department, managing its Rent Stabilization and Foreclosure Registry Programs. She also worked for L.A. County’s Community Development Commission, establishing its public housing integrity and fraud detection program.

Debby Dunn, Water Conservation Administrator
Debby Dunn (Figoni) is a passionate environmental advocate and educator. As the Water Conservation Administrator for Beverly Hills, she has helped over 12,000 residents and business owners use water more efficiently. She is a Master Gardener known for award-winning landscapes and teaches water-wise landscaping throughout Southern California.

Colonel Burnley, Solid Waste Manager
Colonel Burnley manages Beverly Hills’ solid waste, street sweeping, and environmental maintenance operations. With over 29 years of industry experience, he has served 11 years in his current role. He previously worked for Burbank and Culver City and held leadership positions with the Los Angeles Regional Agency.

Daniel Yukelson is Executive Director of AAGLA. A CPA, he began his career at Ernst & Young, and later served as CFO for Premiere Radio Networks and Oasis West Realty, where he helped develop the Waldorf Astoria Beverly Hills. He has also served as Planning and Public Works Commissioner for the City of Beverly Hills.
